You would have to activate it on the Global or Priority plans to get access in an unsupported country. But even then it's not guaranteed to work long term. They could shut it off after 2 months or really anytime. Like you mentioned, you might owe the outside region fee as well.
No workaround for unsupported countries beyond that, that I am aware of.
